Last weekend we had a very strong cross wind blowing in a C of C match. It was so bad that the ref had to have his finger on the ball "gridiron style" for a corner kick. The wind was also problematic during the penalty shoot out.
In the end, no great issues or dramas but I was wondering about the following points....
1. Your opinion on the ref holding the ball still for a player 2. If the ball moves in mid run-up for a penalty, can you stop and start again? 3. If the ball moved at the last moment thus causing an air swing or miskick, is it just bad luck? 4. What would happen in the penalty shoot out if the ball would continually roll away?
My opinion: The game must be played according to LOTG which states that the ball must be stationary at the time of the free kick and the like. However there is also the unwritten law of "common sense".
1. It is OK as long as its not hindering his/her ability to referee the game and he doesn't have to do it every 2 minutes. 2. Yes. 3. Air-swing mean the kick has not been taken so try again. Miss-kick, as a referee i may or may not order a retake depending on the result of the miss-kick. 4. If it is not possible to get a decent PSO process in a reasonable length of time then i'd abandon the game. Same goes for the normal game duration. If it is not possible to have the ball (reasonably) stationary for a free kick during the game, i'd abandon it.
At what stage a game can be abandon also depends on the level of the game played.
