All good and well lily... Forfiets cost money, if you have 4-5 teams from each club forfeiting each week, it all adds up. At the end of the day kids just want to play. I don't feel this is the answer. I feel and association or higher presence at some of these games would be better, but not too many people in the Association these days. Ask for a senior ref/refs, association presence or equivalent, maybe even the senior referees observers. One thing is for sure, if a team gets blacklisted, and gets no referee, this won't change the kids behaviour.
Yes, forfeit the game. Get the whole team to get together and go do something different for that weekend. Why would you want to put your kids at risk. It's not worth it and there are plenty of other worthwhile things you can do.
Let the perpetrator be by themselves and enjoy thier own company in the meantime. It's not much fun playing yourselves every week!
No - why should the innocent team/players suffer and the guilty teams players get away with it. There are numerous consequences in the by laws and judiciary for this sort of behaviour. Enforce the penalties - get them all in front of the GPT and throw the book at them. Surely that happened in the other incidents this year and last year.... If it doesn't - I would leave and go to another association.
